This plan outlines a strategic vision for China to solidify its competitive edge across the entire industrial chain of intelligent connected and new energy vehicles by 2030, thereby elevating its status to that of a premier global automotive powerhouse. By the target year, it is anticipated that new energy passenger and commercial vehicles will command a 70% and 40% share, respectively, of the domestic market, with autonomous vehicles experiencing widespread adoption. Technological advancements will be substantial, as evidenced by a projected reduction in the average fuel consumption of passenger vehicles to 3.3 liters per 100 kilometers and a decrease in the average electricity consumption of pure electric passenger vehicles to approximately 11.5 kilowatt-hours per 100 kilometers. Highly autonomous driving capabilities will become a reality in specific settings, including highways and urban expressways. Simultaneously, the industrial landscape will undergo further refinement, characterized by heightened digitalization and intelligence throughout the sector. Labor productivity per capita is expected to surge by 15% compared to 2025 levels, and several Chinese automakers are poised to break into the global top ten in terms of sales volume, while component suppliers aim to secure spots among the world's top 100.
