On September 13, 2025, during the 2025 China Automotive Industry Development (TEDA) International Forum, Geng Hongzhou, a first-level inspector with the Department of Market Operation and Consumption Promotion at the Ministry of Commerce, highlighted that the automotive sector is currently experiencing profound changes.
Moving forward, the Ministry of Commerce is set to enforce the automobile "trade-in" policy rigorously. It will continually refine platform functionalities and, leveraging data-driven approaches, ensure that subsidy funds are swiftly and seamlessly delivered to consumers.
Additionally, the ministry will drive forward pilot reforms in car circulation and consumption, abolishing any measures that hinder car buying. It will encourage a paradigm shift in car consumption from being purchase-focused to usage-focused, and with innovative strategies, foster fresh avenues for growth in the automotive consumption landscape.
As of September 10, the number of applications for the automobile "trade-in" program had surged to 8.3 million this year.
