On September 13, eight key departments, spearheaded by the Ministry of Industry and Information Technology, jointly unveiled the "Work Plan for Sustained Growth in the Automotive Industry (2025-2026)." This plan explicitly outlines strategies to accelerate the comprehensive marketization of new energy vehicles (NEVs). Key initiatives encompass:

  • Launching pilot projects aimed at the full electrification of vehicles within the public sector. Specifically, 25 pilot cities are tasked with introducing over 700,000 new energy vehicles across urban public transportation, taxi services, logistics, and distribution sectors.
  • Continuing initiatives to promote NEVs in rural areas, alongside pilot projects targeting the enhancement of charging and battery-swapping infrastructure at the county level. This move seeks to elevate the electrification rate among rural vehicle users.
  • Actively fostering the demonstration and application of fuel cell vehicles, with a focus on facilitating the large-scale deployment of medium- to long-distance, medium- to heavy-duty fuel cell commercial vehicles.
  • Developing guidelines for the evolution of battery-swapping models to cater to a diverse array of market needs.
  • Deepening reforms in NEV insurance, optimizing benchmark rates for commercial vehicle insurance, and implementing preferential policies for vehicle purchase taxes and vehicle and vessel taxes for NEVs to facilitate a seamless transition.
