On September 13th, eight key departments, spearheaded by the Ministry of Industry and Information Technology, jointly issued a comprehensive plan. This plan underscores the necessity of enhancing the automotive industry's infrastructure framework. It details strategies for refining the layout of charging and battery-swapping stations across urban centers, townships, major highways, and residential zones. Furthermore, it advocates for the accelerated development of charging and battery-swapping facilities along expressways, tailoring distribution network upgrades to suit regional needs, and methodically advancing the construction of hydrogen energy infrastructure.

Concurrently, the plan emphasizes the widespread deployment of charging facilities in both counties and rural regions, with a visionary goal of attaining "universal coverage of charging and battery-swapping services in every township." In addition, the plan champions the integration of cutting-edge technologies, including high-capacity charging systems, intelligent and orderly charging mechanisms, and multifunctional stations that combine photovoltaic power generation, energy storage, charging, and discharging capabilities. It also encourages the pursuit of research, development, and practical application of vehicle-grid interaction technologies, paving the way for a more interconnected and sustainable automotive ecosystem.
