Several departments, among which is the Shanghai Municipal Commission of Economy and Informatization, have jointly rolled out the "Several Measures of Shanghai on Fostering Collaboration in the Yangtze River Delta to Expedite the Development of an Advanced Manufacturing Cluster for the Low-Altitude Economy." These measures are designed to safely and systematically drive the high-caliber growth of the low-altitude economic sector. The plan envisions that by 2028, the core industrial scale of Shanghai's low-altitude economy will soar to around 80 billion yuan. This will be achieved by establishing a fully integrated industrial chain system for innovative low-altitude aircraft, creating a national advanced manufacturing hub for the low-altitude economy, and making significant strides towards becoming the "World eVTOL Capital." To realize this vision, Shanghai is set to bolster its collaborative efforts on low-altitude infrastructure development within the Yangtze River Delta region. This includes jointly devising cross-provincial low-altitude public air routes and infrastructure projects, as well as fostering the co-construction and shared utilization of regional low-altitude infrastructure. Furthermore, Shanghai will provide support to operators in acquiring cutting-edge low-altitude aircraft, investigate low-altitude flight paths linking Greater Hongqiao with its neighboring areas in the Yangtze River Delta, and expedite the expansion of diverse applications such as low-altitude logistics, agricultural and forestry protection, low-altitude surveying and mapping, and emergency response. Additionally, it will intensify cross-regional cooperation to collectively develop and unlock a comprehensive array of scenarios.
