On September 9, 2025, the Hangzhou Economy and Information Technology Bureau publicly solicited opinions on the 'Three-Year Action Plan for Accelerating the Development of Artificial Intelligence Terminal Industry in Hangzhou (2025-2027) (Draft for Solicitation of Comments)'. The plan proposes developing heavy-duty drones with autonomous long- and medium-distance route planning capabilities for logistics, hoisting, and other needs; developing specialized drones with multimodal perception, autonomous inspection, and other capabilities for inspection, emergency rescue, and other needs; and developing consumer-grade drones with long endurance, long-distance image transmission, ultra-high-definition shooting, and other capabilities for personal and household consumption needs. Meanwhile, the plan explicitly states that it will accelerate the R&D and deployment of electric vertical take-off and landing aircraft (eVTOL).
