On August 26, reports surfaced that the General Office of the Shanghai Municipal People's Government had recently unveiled the "14th Five-Year Plan" for the Development of Strategic Emerging Industries in Shanghai. This plan aims to foster advancements in intelligent robot capabilities and their application scope. It emphasizes the need to bolster precise and stable operational capabilities in unstructured, complex environments, while also broadening their use across various sectors including industrial manufacturing, medical rehabilitation, logistics and warehousing, as well as commercial services.

The key focuses outlined in the plan are as follows: Firstly, the development of critical software and hardware components. This involves overcoming technological hurdles in areas such as high-precision multi-modal sensors and joint modules, deploying state-of-the-art technologies, and enhancing the system integration and autonomous control capabilities of the entire robot system. Secondly, the plan highlights the importance of developing complete robot products. It stresses the acceleration of landmark products, particularly multi-form general-purpose intelligent robots, to cater to the diverse needs of both industrial and consumer-grade application scenarios. Lastly, the plan underscores the significance of standard construction and data collection. It calls for the swift establishment of standard systems for intelligent robot ontology (Note: 'ontology' here is retained for precision, though it could be translated as 'physical robot products' with more context), model algorithms, and data acquisition.
