The General Office of the Shanghai Municipal People's Government recently unveiled the '14th Five-Year Plan' for the Development of Strategic Emerging Industries in Shanghai. This plan explicitly outlines the goal of fostering integrated development among satellite internet, Beidou, 6G, and AI technologies. Key initiatives encompass expediting the networking of the 'Qianfan Constellation' low-orbit communication satellites, advancing the 'Smart Celestial Network' medium-orbit space-based tracking, telemetry, and control services, and prioritizing the widespread adoption of satellite internet and Beidou technologies.
The plan zeroes in on three pivotal domains:
1. Commercial Rockets: The focus is on accelerating the development of next-generation, large-diameter, high-thrust reusable rockets. This involves researching and developing critical technologies, such as high-thrust rocket engines, and supporting the construction of essential infrastructure, like final assembly facilities. These efforts are aimed at meeting the high-density networking requirements of low-orbit satellite constellations.
2. Satellite Internet: Efforts will be directed towards developing key enabling technologies, including transparent forwarding low-orbit hopping beam communication and breakthrough large-scale, fully automated low-orbit orbital transfer deployment technologies. Additionally, research will be conducted on low-orbit satellite broadband network communication technologies for direct smartphone connectivity. Concurrently, there will be a push to develop ground user terminals and satellite terminals, expedite the establishment of ultra-precise, ultra-stable, and ultra-clean spacecraft research and development platforms, and set up digital factories for mass satellite production.
3. Space Services: The plan aims to enhance service capabilities in satellite communication, navigation, remote sensing, and tracking, telemetry, and control. It emphasizes breaking through core technologies, such as on-orbit satellite fault handling, and improving a comprehensive insurance system that covers the entire lifecycle, from rocket launch and satellite in-orbit operations to third-party liability.
