On August 3, 2026, the National Development and Reform Commission, in collaboration with the National Energy Administration, unveiled the '15th Five-Year Plan for the Construction of a New-Type Power System.' This plan outlines a strategic approach to advance hydropower development in key river basins in a scientific manner, aiming to bring these projects into operation by 2030. It specifically highlights the need for the safe and orderly progression of major initiatives, such as hydropower development in the lower reaches of the Yarlung Zangbo River. The plan places a strong emphasis on bolstering hydropower's peak-shaving, regulatory, and stabilizing support functions, thereby widening its adjustable output range and enhancing its flexibility. Projections indicate that the installed capacity of conventional hydropower will surge to 410 million kilowatts by 2030.
