As California and Colorado prepare to roll out age verification bills, open-source operating systems have successfully carved out notable exemptions in the newly enacted legislation. Nevertheless, hybrid systems such as SteamOS—which blur the boundaries between open-source platforms and closed app ecosystems—are expected to remain subject to user age verification requirements. Earlier, California’s Digital Age Assurance Act required operating systems to gather age data during user account setup and share it with app developers through APIs, with the law slated to go into effect in 2027. Meanwhile, Colorado has introduced comparable legislation, but its latest revision is anticipated to exclude open-source operating systems from these mandates.
