Recently, the Committee of the Communist Party of China in the Tibet Autonomous Region issued guidelines for formulating the 14th Five-Year Plan for national economic and social development. These guidelines explicitly call for a robust expansion of the clean energy sector, with a particular focus on accelerating the construction of major projects, notably the hydropower initiative in the lower reaches of the Yarlung Zangbo River (also known as the Brahmaputra River). Furthermore, they underscore the importance of bolstering scientific research endeavors in this field and nurturing clusters of clean energy equipment manufacturing.

Concurrently, the region is set to steadily and intensively explore new energy storage technologies, fostering their seamless integration with clean energy sources and expediting the establishment of a modern electricity market framework. The guidelines also spotlight the strategic development of Nyingchi City as a new economic growth hub, promoting its synergistic progress alongside the hydropower project in the lower Yarlung Zangbo River basin. Leveraging Nyingchi as a focal point, the region aims to create a nationally significant clean energy base and drive forward the construction of technological and industrial innovation highlands.
