Google asserted that it had presented a compliance proposal as mandated, which would thoroughly resolve the European Commission's decision without necessitating a disruptive dismantling, thus preventing any adverse effects on the interests of thousands of European publishers and advertisers who depend on Google's tools to grow their businesses. The proposal encompasses product modifications that are to be implemented promptly, aimed at ceasing specific practices that have been questioned by the European Commission. One such practice is permitting publishers to establish varying minimum prices for different bidders when utilizing Google Ad Manager. In September of this year, the European Commission determined that Google had misused its dominant market position to skew competition in the online advertising sector and levied a fine of €2.95 billion.
