The National Development and Reform Commission, alongside the National Energy Administration, has released a set of guiding opinions. These opinions emphasize the need to orchestrate both the transmission and local utilization of new energy resources sourced from 'desert, gobi, and barren land' regions. The guidelines advocate for the implementation of decisions pertaining to desertification prevention and control, as well as the strategic planning of development layouts. They also call for the rational placement of transmission bases in desert, gobi, barren lands, and similar terrains, with the aim of boosting economic efficiency. Moreover, the guidelines propose the establishment of a responsibility framework that clarifies the duties of both the energy-sending and energy-receiving regions, reinforcing the latter's obligation to effectively utilize the energy. To foster large-scale local consumption of new energy in these 'desert, gobi, and barren land' regions, the guidelines suggest an integrated approach to new energy development. This approach encompasses the phased relocation of industries from the eastern regions, as well as the exploration and tapping into of the consumption potential inherent in the western regions.
