By the end of 2025, Meituan intends to fully abolish the overtime penalty system for its delivery riders. Prior to this, the company has already piloted a "Safety Card" mechanism in several regions, effectively replacing the previous penalty system with a points deduction and accumulation approach. New riders, often unfamiliar with their surroundings and delivery skills, tend to incur higher overtime rates. Under the pilot program, new riders' incomes remain unaffected by overtime, and points are deducted only when an accident is verified to be their fault, which can subsequently be regained through punctual deliveries. This measure aims to mitigate the risk of riders violating regulations to avoid penalties and ultimately enhance delivery safety. Statistics reveal that in 2023, Meituan had a total of 7.45 million riders involved in order delivery, 89% of whom were low-frequency and amateur riders facing significant delivery pressures. The anticipated abolition of overtime penalties is poised to enhance riders' income stability and improve overall delivery efficiency.
