The General Office of the Shanghai Municipal People's Government has unveiled the "Shanghai Carbon Market Comprehensive Deepening Reform Action Plan (2026-2030)", which aims to establish and refine the overall carbon emission quota management system. The plan emphasizes setting quotas in a reasonable manner and establishing a reserve regulation mechanism. It outlines a phased approach to broaden market coverage, commencing in 2026 by lowering the inclusion threshold for energy-intensive industries like petrochemicals and data centers to annual emissions of 10,000 tons of carbon dioxide equivalent. By 2028, public institutions such as higher education facilities and hospitals with annual emissions exceeding 10,000 tons of carbon dioxide equivalent will be incorporated into the management system. Furthermore, the plan explores the possibility of integrating non-carbon dioxide greenhouse gases, including nitrous oxide and methane, into the market management framework.
