The Higher People's Court of Guangdong Province, in collaboration with the Guangdong Provincial Department of Ecology and Environment and the Guangdong Branch of the People's Bank of China, have jointly issued the Several Opinions on Promoting Carbon Emission Allowance Pledge to Accelerate the Growth of Green Finance. This landmark document offers the first comprehensive judicial guarantee for carbon emission allowance pledge financing in China. The Opinions firmly establish carbon emission allowances as legal collateral and implement a dual registration system, encompassing registration on both the People's Bank of China's unified chattel financing registration and disclosure platform and the provincial trading platform, thereby effectively mitigating the risk of asset transfer.
