The National Data Element Comprehensive Pilot Zones have been officially launched in ten provinces and cities: Beijing, Liaoning, Zhejiang, Anhui, Shandong, Henan, Hubei, Hunan, Hainan, and Guizhou. These zones are tasked with pioneering the path towards data marketization and valuation. Supported by the National Data Administration, each pilot zone will focus on advancing 35 pilot tasks across eight key areas, including data property rights and fostering a robust market ecology. The overarching objective is to achieve "local innovation, nationwide reuse." Each zone will customize its strategies to suit local conditions, actively engage in the assigned pilot tasks, and drive forward the reform aimed at market-oriented allocation of data elements.
