Between 2021 and 2024, a total of 16 data center projects in South Korea were either suspended or canceled, primarily due to public complaints and the country's distinctive vulnerability to civil litigation. Specifically, several projects in Seoul and Gyeonggi-do regions were compelled to terminate due to protracted delays in securing building permits. The construction of the first data center in South Korea by global cloud computing giant Amazon Web Services (AWS) has encountered sluggish progress. More than a year has elapsed since the investment announcement in October 2023, yet the data center remains in its nascent stages, in stark contrast to the relatively swift pace of data center development in other countries such as Malaysia, India, and Australia. This situation has sparked concerns within the South Korean industry that global technology leaders may shy away from constructing AI data centers in the country, thereby further widening the gap in AI infrastructure development.
