The Shanghai Communications Administration has announced that the Ministry of Industry and Information Technology has granted pilot approvals for value-added telecommunications business to four foreign enterprises in Shanghai: Siemens Digital Medical Technology (Shanghai) Co., Ltd., BOC Financial Technology Co., Ltd., HSBC Financial Technology Services (Shanghai) Co., Ltd., and Shanghai Tongdao Liepin Technology Co., Ltd. This significant step underscores Shanghai's pioneering role in implementing the nation's strategy for a deeper opening-up of the value-added telecommunications sector. In April 2024, the Ministry issued a notice outlining that Beijing, Shanghai, Hainan, and Shenzhen would spearhead the lifting of foreign ownership restrictions in various industries, including internet data centers, content delivery networks, and internet access services.
The four approved enterprises are situated in Pudong New Area and Lingang New Area, where their operations span emerging domains such as digital healthcare, financial technology, and innovative human resource services. These enterprises are poised to infuse international best practices and technological prowess into the digital transformation of related industries and the city at large.
