The National Development and Reform Commission, the National Data Administration, and the Ministry of Industry and Information Technology have jointly issued the "Guidelines for the Construction of National Data Infrastructure." The guidelines emphasize several key aspects, including strengthening the innovative application of emerging network technologies, optimizing network billing models, and reducing data transmission costs between eastern and western regions. Furthermore, they encourage the relocation of medium-to-high latency businesses from the east to the west. Additionally, the guidelines promote the interconnection of computing resources, establishing a multi-level scheduling strategy engine to facilitate cross-platform, cross-level, and cross-regional mixed deployment and unified scheduling of computing resources. This initiative aims to enhance the efficiency of data aggregation, processing, circulation, and trading. Notably, the guidelines also emphasize the establishment of 400G/800G high-bandwidth all-optical connections between national hub nodes and demand sites, guiding telecom operators to enhance the efficiency of public transmission channels and deepening the integration of computing and networking.
