The National Development and Reform Commission (NDRC), together with other relevant departments, has issued the Guiding Opinions on Strengthening the Construction of Consumption Infrastructure and Promoting Positive Interaction between Consumption and Investment. The document calls for extending deep coverage of 5G, gigabit optical networks, the Internet of Things (IoT), and cloud computing to consumption venues such as commodity trading markets, commercial districts, and scenic areas, so as to achieve high-speed network connectivity, intelligent service perception, and full-domain data interoperability. It also supports the development of smart commercial districts, smart markets, and smart stores, promotes the intelligent upgrading of consumption terminals, and encourages the widespread adoption of facilities such as smart cash registers, self-service kiosks, and smart electronic price tags. In addition, the document encourages the development of regional consumption service platforms, platforms for matching agricultural production with sales, and integrated online-offline consumption platforms that combine functions such as commodity sales, service appointments, logistics distribution, promotional activities, and consumer rights protection.
