The National Development and Reform Commission (NDRC), together with other government departments, has issued the Guiding Opinions on Strengthening Consumer Infrastructure Construction to Promote Benign Interaction Between Consumer Investment, which proposes accelerating full coverage of digital consumer facilities. The plan calls for expanding deep 5G, gigabit optical network, IoT, and cloud computing coverage in consumer venues such as commodity trading markets, commercial districts, and scenic areas, so as to achieve high-speed network connectivity, intelligent service awareness, and full-domain data interoperability. It also supports the development of smart commercial districts, smart markets, and smart stores, promotes the intelligent upgrading of consumer terminals, and encourages the adoption of facilities such as smart cash registers, self-service terminals, and smart electronic price tags. In addition, the plan encourages the construction of regional consumer service platforms, agricultural product production and marketing matching platforms, and integrated online-offline consumer platforms that bring together functions such as commodity sales, service appointments, logistics distribution, promotional activities, and consumer rights protection. At the same time, it calls for strengthening the construction and renovation of green consumer facilities, vigorously developing green markets, green districts, green shopping malls, and green hotels, promoting energy-saving and carbon-reduction renovations of various consumer venues, and popularizing energy-saving air conditioners, efficient lighting, water-saving appliances, intelligent power-saving control systems, and renewable energy utilization facilities.
