S&P Global Ratings analysis points out that data centers may face the risk of credit rating downgrades due to factors such as public opposition leading to construction suspensions or project cancellations, as well as grid capacity constraints, environmental sustainability concerns, and changes in zoning policies. The analysis focuses on construction suspension measures in multiple U.S. states, tracking 146 delayed or canceled projects, approximately three-quarters of which are related to local resistance. Recently, the data center construction boom has triggered widespread public scrutiny, with local governments in 40 U.S. states issuing related bans amid public concerns over energy costs, water scarcity, and air and noise pollution. Currently, these factors have a limited impact on credit ratings, but if construction suspensions, slower permit approvals, or policy reversals lead to significant project delays, financial penalties such as rent deductions or even tenant termination rights will pose credit risks.
