On October 19, 2026, the Central Bank, in collaboration with 11 other departments, jointly issued a pivotal document. The guidelines outlined in this document advocate for the acceleration of patient capital growth to bolster the dominance of high-end industries and to assist Beijing, Shanghai, and the Guangdong-Hong Kong-Macao Greater Bay Area in establishing international-standard venture capital hubs. They underscore the significance of leveraging the National Venture Capital Guidance Fund to invest in a diverse array of sub-funds and projects within emerging and future-oriented industries.
Moreover, the guidelines highlight the crucial role of effectively utilizing existing social security science and technology innovation funds to offer consistent and structured financial backing to the science and technology innovation sector. They urge the promotion of seamless integration (docking/connection) between high-caliber entrepreneurship and innovation projects and patient capital, fostering stronger collaboration between patient capital providers and incubators, and enhancing investment capabilities for incubated enterprises and teams.
Additionally, the guidelines endorse the growth of merger and acquisition funds, reinforce regional coordination in merger and acquisition financial services, eliminate barriers to merger and acquisition execution, and invigorate the dynamism of mergers, acquisitions, and reorganizations.
