On September 24, according to The Wall Street Journal, TechNet, an industry group representing major U.S. technology companies, submitted public comments on Thursday urging the Trump administration to withdraw the proposed H-1B visa fee rule. The rule plans to charge $103,265 for most new H-1B visa applications, aiming to cover part of the federal government's costs in managing the legal immigration system. TechNet members include major U.S. internet platforms and artificial intelligence companies such as OpenAI and Anthropic. Previously, the U.S. Department of Homeland Security announced the proposal on August 24, estimating that approximately $8.8 billion in revenue could be raised annually through 85,000 H-1B applications subject to quota limits. The fee does not apply to exempt categories such as non-profit research institutions, government research institutions, and higher education institutions. The controversy stems from the Trump administration's long-standing attempts to limit the influx of foreign technical talent by raising visa costs. A previous policy charging $100,000 was ruled illegal by a federal court, and now the Department of Homeland Security is attempting to reintroduce a similar policy by amending legal provisions.
