On September 12, 2026, Zhong Zhihong, the Chief Engineer at the Ministry of Industry and Information Technology (MIIT), highlighted at the 2026 China Computing Power Conference that computing power has emerged as a vital new form of information infrastructure in today's data-driven age. The 15th Five-Year Plan outline explicitly calls for the establishment of a multi-tiered computing power facility system and a nationally unified computing power network. To foster high-quality growth within the computing power sector, Zhong Zhihong offered four key recommendations:

First, enhance systematic planning to boost computing power efficiency. This involves accelerating the creation of a multi-tiered, integrated computing power architecture that includes "hubs, regions, and edges," thereby promoting the effective use of computing resources.

Second, foster deeper integration of computing power networks to solidify the groundwork for coordinated development. This requires setting up high-speed, interconnected, and ultra-low-latency channels for computing power transmission, thereby improving cross-regional network connectivity for computing power.

Third, drive technological innovation to bolster the industrial ecosystem. This encompasses advancements in high-end chip architecture design and other technological breakthroughs. Additionally, it involves expediting the formulation of a framework for constructing a standardized computing power system, uniting efforts from industry, academia, research institutions, and application sectors.

Fourth, bolster applications to energize the data fusion engine. This includes promoting cloud computing capabilities to empower small and medium-sized enterprises, as well as reducing the costs and obstacles associated with utilizing computing power.
