On September 12, He Baohong, the Chief Engineer at the China Academy of Information and Communications Technology (CAICT), highlighted at the 2026 China Computational Power Conference that the evolution of integrated computational power should prioritize a differentiated layout strategy, robust software and hardware industrial ecosystems, a sustainable, low-carbon computational power foundation, and a comprehensive national institutional framework. These elements are crucial for steering computational power development away from mere scale expansion towards improvements in quality and efficiency. In terms of zoning strategies, regions with existing advantages should strive to optimize their current resources while addressing unmet demands, particularly in high-value-added applications. Meanwhile, they should delve deeper into scenarios that offer significant value addition. Developing regions, on the other hand, should focus on strengthening their regional computational power hubs, using industry applications as catalysts to upgrade storage, computing, and network infrastructure. Regions abundant in resources should take on non-real-time tasks, such as training and cold data storage, while simultaneously enhancing their outbound network infrastructure and fostering a vibrant industrial ecosystem. When it comes to enhancing the supply chain, it is advisable that new intelligent computing centers be outfitted with both storage and network capabilities from the outset. This approach aims to refine the entire supply chain, encompassing chips, servers, databases, and models, and to propel the development of computational power, storage capacity, and network capabilities in alignment with genuine business requirements. Regarding green empowerment and coordinated management, it is recommended to advocate for liquid cooling technologies, energy-saving renovations, and synergies between computational power and electricity supply. This includes boosting the utilization of clean energy sources and refining systems related to pricing, trading, value accounting, and compliance regulation.
