The Ministry of Industry and Information Technology has recently unveiled the '15th Five-Year Plan' for the Growth of the Information and Communications Industry. This plan outlines the objective of establishing a comprehensive next-generation communications network by 2030. It also emphasizes the promotion of cutting-edge technologies, including eSIM and offline communication, and the formulation of domestic regulations for integrating satellite internet devices into the network. In October 2025, the Ministry granted approval to the three major telecom operators to initiate commercial trials for eSIM mobile phone services. This move signifies China's formal entrance into the comprehensive development phase of eSIM, paving the way for it to emerge as the world's largest eSIM market.
