This plan underscores the importance of harmonizing high, medium, and low-orbit satellite constellations, enhancing the communication capabilities of high-orbit satellites, and fortifying networking services such as low-orbit satellite internet. Simultaneously, it advocates for the profound integration of satellite and terrestrial communication networks, coordinating the establishment of space-ground interconnection hubs, and facilitating applications like direct satellite connectivity for mobile phones.
Furthermore, the plan suggests harnessing terrestrial communication infrastructure, such as 5G, to extend the reach of low-altitude communication networks. It also involves exploring the implementation of 5G ground-to-air communications, expanding the scope of technical trials on air routes, and fostering the growth of airborne communications. Additionally, the plan investigates the utilization of high-altitude floating platforms to bolster communication network coverage and promotes the synergistic development of "5G + Beidou."
