On August 19, news emerged that the General Office of the Shanghai Municipal People's Government had recently unveiled the "14th Five-Year Plan" for the Development of "Digital Shanghai." This strategic blueprint outlines a commitment to enhancing infrastructure development, spurring growth in computing capacity, and fortifying specialized hardware for privacy-preserving computation, along with general-purpose computing gear and storage infrastructure. It also aims to bolster network security and establish test verification networks to accommodate the expanding scale of blockchain-based business operations.

Simultaneously, concerted efforts will be directed towards collaboratively advancing the construction of reliable data service hubs for ministries and commissions, including customs and taxation, both domestically and internationally. Moreover, the plan underscores the importance of reinforcing the capabilities of shared platforms by instituting a framework for the access, utilization, governance, and safeguarding of data resources. It envisions the creation of an integrated cloud-blockchain operation and management system, coupled with the establishment of a distributed node management platform. This platform will facilitate seamless cross-cloud and cross-domain deployment and access of nodes, further propelling the digital transformation journey.
