On August 18, 2026, nine departments, with the Ministry of Commerce at the forefront, jointly released a set of opinions. These opinions put forward a range of measures aimed at elevating the quality and efficiency of financial services. Specifically, they encourage financial institutions to refine their financial services in the consumption sectors of lower-tier markets, bolster financial backing for qualified consumption and commercial facility projects. Furthermore, they advocate for supporting eligible wholesale, retail, and service consumption enterprises in their efforts to raise funds by issuing bonds and going public. Additionally, qualified commercial circulation enterprises that establish new chain stores in county areas are permitted to apply for startup guaranteed loans and benefit from interest subsidy support.
