Recently, a collaborative effort among seven key government bodies—the Ministry of Industry and Information Technology, the Cyberspace Administration of China, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Commerce, the State Administration for Market Regulation, and the National Data Administration—has resulted in the release of the Action Plan for Fostering Collaborative Growth Among Large, Medium, and Small Enterprises in the Platform Economy (2026-2028). This strategic document is designed to propel the joint development of enterprises of varying sizes within the platform economy, cultivating an ecosystem that is open, cooperative, and beneficial to all participants.
The plan outlines a series of targeted initiatives aimed at advancing the high-quality development of computing power infrastructure and ensuring seamless interconnection of computing resources. It emphasizes the need to promote the open sharing of computing power resources and to undertake efforts to aggregate and interconnect computing power into a cohesive grid system. Simultaneously, it encourages platform enterprises to integrate distributed computing power resources with their management platforms, thereby boosting the efficiency of computing power allocation.
Furthermore, the plan sets forth ambitions to accelerate the establishment of a national integrated monitoring and scheduling service platform for computing power. This platform will enhance the inclusive service capabilities of platform enterprises, particularly in terms of token management. Additionally, it aims to refine agent services to better cater to the common needs of small and medium-sized enterprises, thereby reducing the barriers they face in acquiring and utilizing these resources.
