On March 10, 2026, the Ministry of Industry and Information Technology (MIIT) rolled out the Industrial Data Foundation Building Initiative, initiating pilot projects for the development of high-quality industrial datasets enhanced by artificial intelligence. This initiative adheres to the scenario-based and roadmap-driven methodology detailed in the Reference Guide for Promoting Digital Transformation in Key Industries (2025 Edition), centering on the establishment of a '1+4+N' framework. By utilizing industry data collaboration consortia, it aims to construct a reliable interconnection platform for critical industrial data and set up four essential resource repositories: the Industrial Data Repository, Data Technology Research Repository, Industrial Data Standards Repository, and High-Quality Industrial Dataset Repository. Through these strategies, the initiative endeavors to deploy N application scenarios where industrial data fuels industry-wide large models and industrial intelligent agents, while also distilling effective strategies and mechanisms for the comprehensive development and utilization of industrial data.
