On February 3, 2026, the 16th Shanghai Municipal People's Congress convened its Fourth Session at the World Expo Center. During the session, Mayor Gong Zheng of Shanghai presented the Government Work Report. The report outlined Shanghai's plans to create a national demonstration zone dedicated to the innovative development of service trade. This initiative will focus on nurturing knowledge-intensive service trade sectors, such as high-end design and research and development (R&D). Furthermore, Shanghai will actively support the development of emerging business forms and models, including cross-border e-commerce, bonded maintenance, remanufacturing, and the export of used cars.
