The Ministry of Civil Affairs has released the "Guiding Opinions on Further Advancing Technological Innovation in Civil Affairs," outlining a strategy to integrate technologies like big data and artificial intelligence (AI) into various civil affairs sectors. This involves bolstering the development of a civil affairs big data resource system, refining underlying data technologies, constructing a big data platform, and strengthening foundational capabilities in comprehensive data governance, open data sharing, and analytical data mining.

Additionally, the ministry stresses the importance of enhancing data development and utilization, crafting exemplary application scenarios and models, and facilitating data-driven precise governance, efficient services, scientific decision-making, and intelligent oversight. To tackle the multifaceted, interconnected, and intricate challenges within the civil affairs domain, the ministry promotes the secure and systematic implementation of large-scale AI model technologies, thereby spurring innovation in ideas, approaches, and practices.
