On December 31, 2025, the National Development and Reform Commission (NDRC) and the National Energy Administration jointly released the "Guidelines on Fostering High-Quality Development of the Power Grid." These guidelines were formulated to tackle the system stability issues arising from the significant integration of new energy sources and to enhance the efficiency of resource allocation. The document offers explicit directions concerning overall power grid investment, the coordination among primary grids, distribution grids, and microgrids, along with the deployment of emerging technologies. Given the anticipated continuous rise in electricity consumption, it is projected that the investment scale in power grid infrastructure during the '15th Five-Year Plan' period will amount to RMB 3.8 trillion. It is advisable to focus on crucial domains such as ultra-high-voltage projects, grid digitization and intelligence, as well as interconnection and mutual support mechanisms.
