On January 4, the "Implementation Opinions by the General Office of the Guangdong Provincial Party Committee and the General Office of the Guangdong Provincial People's Government on Fostering High-Quality Development in Digital and Service Trade through Advanced Opening-Up Policies" were unveiled. These guidelines encompass 18 strategic measures aimed at bolstering various facets, including the robust expansion of digital trade and the innovative advancement of service trade.
In the realm of digital trade, the document advocates for the introduction of premium consumer services in sectors such as healthcare and cultural entertainment. It encourages the organization of international film festivals and cultural exchange initiatives, as well as the successful hosting of the China International Film, Animation, and Copyright Protection and Trade Expo. The plan also endorses Guangzhou's efforts to establish a trade digitalization empowerment center within the Greater Bay Area, alongside a comprehensive service platform for 'offshore trading' in Nansha. Furthermore, it supports the creation of the Guangdong-Macao Hengqin International Advanced Technology Application Promotion Center.
Additionally, the guidelines back Guangzhou and Shenzhen in their pursuit of becoming national demonstration zones for the innovative development of both service and digital trade. A streamlined service system for cross-border data transfer will be instituted, facilitating Hengqin's implementation of pilot projects for the cross-border management of scientific research data. It also encourages exploring construction models for dedicated international communication channels in Qianhai and the establishment of a (Guangdong-Hong Kong-Macao) data service pilot zone in Nansha.
