Zhejiang Province has officially opened the floor for public feedback on the "Several Policies to Foster High-Quality Economic Growth (2026 Edition) (Draft for Public Comment)". The proposed policies outline a strategic approach to the coordinated development of foundational projects centered on computing power, data, and models. Central to this initiative is the advancement of a computing cluster equipped with ten thousand cards, with the ambitious goal of achieving a cumulative intelligent computing capacity of 200 EFlops (exaFLOPS, a unit of computing speed equal to one quintillion floating-point operations per second) province-wide.
To bolster this endeavor, the policies propose an enhanced support system through the distribution of artificial intelligence (AI) vouchers. This initiative is expected to be underpinned by approximately 500 million yuan in financial contributions from various funding sources at all governmental levels.
Furthermore, the policies underscore the importance of broadening the authorized access to public data resources. They also advocate for a deeper implementation of the "AI Plus" strategy, with a vision to establish a nationally recognized pilot-scale base within the medical sector. This base is projected to receive annual financial backing of roughly 500 million yuan from diverse funding channels at all levels.
The overarching aim is to cultivate over 50 exemplary "AI Plus" application scenarios, with individual projects eligible for financial support of up to 5 million yuan. In addition to these efforts, the province plans to execute more than 180 foundational projects aimed at fostering innovation in science and technology.
