Recently, five departments, including the National Development and Reform Commission, have jointly released the Action Plan for Deepening Smart City Development and Accelerating City-Wide Digital Transformation. This plan positions cities as pivotal platforms for advancing the construction of a digital China. It emphasizes leveraging data to drive comprehensive economic and social development within urban areas. The plan is built upon the establishment of a robust digital infrastructure at the city level, with digitally-oriented reforms serving as a critical safeguard. These efforts aim to facilitate the seamless integration and interoperability of urban facilities, data resources, digital platforms, and operational systems. The overarching goal is to propel city-wide digital transformation across all sectors, provide comprehensive support for this transformation, and nurture an optimized ecosystem throughout the process. Ultimately, this will elevate the intelligence and precision levels of urban governance.
