It also advocates for the exploration of cost-sharing and revenue-sharing models to cater to the initial data utilization requirements of these enterprises. Furthermore, the commission motivates eligible regions to introduce 'Data Credits' and 'Algorithm Credits' as a means to alleviate the financial burden associated with data governance and utilization.
