The Hainan Provincial Government has unveiled the "Three-Year Action Plan for Accelerating the Construction of a Modern Industrial System with Unique Features and Advantages in Hainan Province (2025-2027)", with the ambition of establishing the region as a digital economy innovation hub. The plan outlines strategies to transition the digital economy clusters in Haikou Fuxing City and the Hainan Ecological Software Park towards innovation- and application-centric models. It emphasizes the acceleration of computing power infrastructure, the cultivation of data factor markets, and the secure, orderly flow of data to bolster the core competitiveness of digital application scenarios.

By leveraging blockchain, AI, and big data technologies, Hainan Province intends to foster the advancement of sectors such as digital health, digital entertainment, and sharing platforms. Additionally, it will actively deploy emerging industries encompassing game exports, data processing, semiconductor chips, and integrated circuits. Simultaneously, the province aims to integrate digital transformation across petrochemical new materials, modern biomedical, high-end food processing, equipment manufacturing, and other fields, fostering deep integration between digital technology and the real economy.

The ultimate objective is to achieve an operating revenue of RMB 220 billion for Hainan's core digital economy industries by the year 2027.
