He proposed a multi-faceted approach that includes market-driven mergers and acquisitions, the elimination of outdated technologies, and the imposition of mandatory policy measures. Zhu further suggested that the supply side should exercise self-regulation while stimulating demand to alleviate inventory pressures. He advocated for the integration of PV production capacity indicators into national planning frameworks and the implementation of comprehensive chain supervision to ensure strict control over new capacity additions, thereby preventing the paradoxical "increase while clearing" scenario fueled by local protectionism. Zhu believes that the crucial window for PV supply-side reform spans from the second half of this year to the first quarter of next year.
