On January 15, 2023, the Federal Register's official website disclosed that the Bureau of Industry and Security (BIS) within the U.S. Department of Commerce had amended the Export Administration Regulations (EAR) to fortify export controls on advanced computing integrated circuits (ICs). The newly implemented regulations mandate heightened due diligence procedures, aimed at safeguarding U.S. national security and enabling front-end semiconductor manufacturers and outsourced semiconductor assembly and test (OSAT) firms to adhere more rigorously to EAR supply chain regulations. This revision underscores the objective of preventing crucial technologies from being acquired by entities that could potentially pose a threat to U.S. national security.
