On October 26, Reuters, citing sources, reported that the agreement for the purchase of chip manufacturing equipment between Vietnam's first semiconductor factory and ASML has not yet been reached, making it unlikely to achieve the goal of starting trial production in 2027. Located in a suburb of Hanoi, the factory site is still covered with weeds, and satellite images from Planet Labs PBC in January and Airbus in October show that no buildings have been constructed yet. A source directly familiar with the project stated that the developer, Viettel, lacks experience in building chip factories and faces administrative obstacles in quickly obtaining government funding, making the 2027 target unlikely to be met.
