Recently, the Ministry of Industry and Information Technology, in collaboration with the National Development and Reform Commission, unveiled the "15th Five-Year Plan" for the Development of the Electronic Information Manufacturing Industry. This strategic blueprint explicitly sets a target: by 2030, the operating revenue of China's electronic information manufacturing enterprises above a designated size is projected to surpass RMB 30 trillion, accompanied by an R&D investment intensity of 3.5%. The plan underscores the importance of bolstering the supply capabilities of critical equipment, materials, and components. It calls for accelerated development in electronic design automation tools (EDA) and intellectual property cores (IP cores), urging breakthroughs throughout the entire integrated circuit supply chain. Furthermore, it advocates for the high-end transformation of electronic components and materials, thereby laying a solid foundation for the advancement of the photonics industry.
