According to sources familiar with the matter, about one-third of investors who submitted subscription orders in Intel's $20 billion stock issuance ultimately did not receive share allocations. The offering was oversubscribed several times over and was supported by long investors and sovereign wealth funds. The top ten investors were allotted 55% of the shares, while the top 25 investors collectively received 80%. Representatives from Intel have not yet responded to requests for comment.
