The Shanghai Municipal Commission of Commerce and six other departments jointly issued the Construction Plan for the Shanghai National Demonstration Zone for Innovative Development of Trade in Services. The plan emphasizes improving trade in services supporting the integrated circuit industry, promoting the integration of 'design + manufacturing,' and establishing an international joint design center in the Lingang Special Area. Meanwhile, it supports the development of the entire industrial chain of integrated circuit enterprises and cultivates international leading companies. The plan also stipulates that consumable materials imported for testing purposes within comprehensive bonded zones will be verified and written off based on actual testing consumption, and bonded supervision will be piloted for integrated circuit testing businesses with 'both ends outside' (imported inputs and exported outputs) outside these zones. Additionally, integrated circuit enterprises are encouraged to engage in international trade distribution businesses.
