Beijing E-Town Unveils City’s Pioneering Token Economy Policy, Offering RMB 100 Million in Model and Token Vouchers Each Year

On August 7, news emerged that the Management Committee of the Beijing Economic-Technological Development Area (also known as Beijing E-Town) had released a notice, disseminating the Several Measures of Beijing E-Town on Supporting the High-Quality Development of the Token-Driven Intelligent Economy (for Trial Implementation). The notice highlighted an increased focus on bolstering research and development efforts for inference-specific chips. It emphasized the need for continuous iteration of key technologies, including advanced packaging, co-packaged optics, high-speed optical interconnection, and optical communications. Simultaneously, it called for the acceleration of integrating photonic computing with traditional computing systems to bolster the parallel processing capabilities of large models for handling massive tokens. This integration aims to facilitate large-scale, high-speed token inference scenarios.

Furthermore, the notice encouraged the exploration of innovative system-level architectures for integrated circuits. This initiative is expected to drive the large-scale upgrading of computing clusters and lay a hardware foundation for the cost-effective mass production of tokens. In the realm of data, the policy proposed the exploration of a data pricing model based on token transactions. It supported enterprises and individuals in collecting and processing contextual data within specialized fields and encouraged the bulk creation of novel data products, such as expert avatars and service avatars.

As part of this initiative, RMB 100 million in data vouchers will be issued annually. Purchasing entities will receive financial support of up to RMB 1 million, calculated based on 10% of their annual data transaction volume.
