On April 29, 2026, Wuhan city unveiled its major project blueprint for the year 2026, announcing a hefty investment of $38 billion (equivalent to approximately RMB 260 billion) to propel its memory semiconductor sector forward. The expansion initiative is centered around two key players: Yangtze Memory Storage Technologies (YMTC) and Wuhan Xinxin Semiconductor Manufacturing Corp., with a particular emphasis on the 3D NAND and DRAM segments. YMTC's Phase 3 facility has already commenced equipment commissioning, with mass production slated for the end of 2026. By 2027, it anticipates achieving a monthly production capacity of 50,000 wafers. Upon reaching full operational status, the total production capacity is expected to double, positioning YMTC as the world's third-largest manufacturer of NAND flash memory. Concurrently, Wuhan Xinxin is forging ahead with its Phase 3 expansion, concentrating on the development of specialty memory and sensor technologies. The burgeoning demand for AI computing power has catapulted the memory industry into an era characterized by 'rising volumes and prices,' with industry experts predicting that supply shortages will persist until at least 2027.
