The proposal aims to widen the scope of export restrictions from approximately 40 nations to encompass the entire globe. Additionally, it mandates that countries intending to purchase significant quantities of NVIDIA or AMD chips must pledge to invest within the United States. This draft regulation introduces a multi-tiered approval mechanism. Under this system, pre-approval is necessary for large-scale deployments, and for approvals involving quantities exceeding 200,000 units, the involvement of the host country is required.
